Excludes: a financial services corporation that is the principal employer-sponsor of all RSEs within the RSE licensee's business operations. Employer sponsor (non-public sector) ownership = where the owner of the RSE licensee is the principal employer-sponsor of an RSE within the RSE licensee's business operations.
